Public-Private Partnerships are a horrible mess.

Horsecrap.

They work very well in eliminating inefficiencies and completing projects on time and on budget.

Are public -private partnerships better or wore than government run organizations?

Public private partnerships don't take the place of private companies providing the same but if complete government bereaucracies. Moreover, anyone who thinks these partnerships won't exist or be supported under Perry, Palin, Romney, Cain, pick your candidate, are truly naive. And they're a he'll of alot better than a 100% government run program.

find me a government in the last 100 years that hasn't had public-private partnerships??
