The Tucano was the better aircraft with a long service history, and we need it now, not after years of additional development by Beechcraft.The Tucano does appear to be a more polished product than anything Beechcraft has.
What's not really clear is that we "need it now". What is it that we need it for on such short notice?

Part of the requirements were that the aircraft in question be in service now, not in "development". The Beechcraft didn't meet the requirements of the RFP, plain and simple.
