When government officials have so much discretion to reward some companies and punish others, it is inevitable that big investors will try to get "scoops" (although in this case they were handed the scoop). Only when government spending and power is reduced will be there much less government insider trading.

They say theres no evidence any hedge fund traded on this (advance) information. When they say that they really mean "you haven't found any evidence yet." When evidence does surface they'll say these are "old accusations" and "can't we just move on".
