NR means not rated, not flunk. GOAs ratings are based on voting records.

NR means not rated, not flunk. GOAs ratings are based on voting records.

Based on voting records only in part and when applicable, it would seem. There's also the questionaire. So far, it appears Mr. NR is flunking.
