It would be helpful if the author would identify which sections of the over 600 pages of that bill were the cause for concern. Without seeing the offending language, fruitful discussion with meaningful input is not possible.
Is there any way to narrow this fearful warning down to its true dimensions? I have only read into it a few hundred pages, and I need some help to not waste my day...

I searched for the word ‘arrest’ and mostly it seemed to do with making arrests related to the protection of federal government property or buildings.
