I’ve been saying for a long time, give them a green card, NOT a path to citizenship. I like your idea of resident status AND a no vote list. This could be as easy as the statement on the front of a green card “not to become a citizen” or a different color card. After all, on state photos IDs, there is a statement which says “this is not a driver’s license.”

I agree but would like to add, that ALL should be given a short period of amnesty - long enough to voluntarily fill out forms that could be mass distributed in obvious places that people visit etc.
After the short period (say 1 month) go back to the way we have been etc with the provision that if you are questioned etc and have NOT submitted your form the process to remove you will begin - with a possibility of being allowed to fill out the form providing some more stringent conditions are met.
Of course, the borders would need ‘beefing up’ and once that happens and the right track is in place, ‘we’ can start weeding out who gets ‘accepted’ for temp status and after a probationary period, be allowed to apply through normal channels.
Anyone in the ‘protected status’ would be immediately ejected upon conviction of a felony with no ‘second chance’ allowed.
This BS of not deporting someone because we ‘can’t break up the family’ is bogus, we break up families everyday - check the prisons, there are plenty of fathers and mothers incarcerated.
As to prisoners, wouldn’t we be better served just kicking them out rather than providing shelter, meals, medical etc for a long period of time?

Of course we have been ‘arguing’ this problem for the last ???? years and all we keep hearing is “it would take to long”, well if we would have started way back when, it would have pretty much solved itself by now - with the proper enforcement of laws on the books and procedures.
