I'm sorry to point this out to you but citizenship must not conveyed by default. There must be some legislation to establish the status of someone who is not a citizen. This doesn't need to be citizenship by default, as Newt explained last night. The Congress can establish a means to grant a legal status without granting citizenship, but citizenship must not be automatic if the illegal just waits out the statutes of limitation.
