Looks like the hapless lib Mayor is feeling the heat from the decent citizens who are fed up with the filth and squalor which is part and parcel of what the OWS (bowel) movement is all about.
Since he cannot (politically) come out and force them to go away he has decided to “hide” them from the public view.
This will be a move he will soon regret. He is trying to appease the enemy only to be soon it’s target. Since the OWS crowd has not earned when they are being offered, they will not take care of it. It will become zone of filth.
