Last time I checked we outnumber them So why do we let them run our lives and steal our freedom? Because we are factionalized, and using factions within the government to do our bidding. The parties are rackets, running protection and doling out goodies to their customers.

Zebras outnumber lions too, but they huddle together and run when the lions attack. The zebra dosn't fight back. No one wants to be the straggler at the back of the pack that gets taken down. Unfortunately, many people also like the idea that the lion is taking from the fat zebra and giving to his starving neighbor. That isn't natural in the wild, but we humans deceive ourselves more than the animals on the savanna.
