Herman Cain has said he did lobbying as one of the faucets of his job with the National Restaurant Association during this 3 year tenure. He said that during his time at the NRA about 30% was spent on lobbying.

No, not under the law, mr cain was an employee of NRA, if he represent his organization he was not a lobbyist. A lobbyist is a none employee paid to represent interest of varied individuals and organizations for a fee.
