This is certainly a bizarre coincidence, but I believe Spanier was at Oregon State during the time period in which this occurred. If memory serves, he didn’t arrive an UNL until two years after the scandal broke.

You are correct with Oregon State employment.

The Franklin scandal lasted a pretty long time (incl. court cases)

Stonewalling prevented many of the culprits to be caught and numerous delays were encountered.

Most of the victims were never identified.....

To answer your question the Franklin Scandal never really shut down completly.
