SaraJohnson is right. The cops totally screwed the pooch tactically by spraying the ones they intended to arrest before they even resisted. They should have been coordinated into tactical teams. A team to arrest and a team to provide cover to the arresting team. If the crowd tried to interfere then you spray them and get them to back off.
As it was the cops got routed by unarmed unaggressive pepper sprayed children.

Your assumption is that the crowd would have responded better to your tactics. The crowd was being agitated to seek a conflict with the police.

They were resisting by being there when told to vacate.
It wasn’t even pepper spray, it was a very diluted concoction apparently.

before they even resisted take a look at the video again. The police were ready with the pepper spray before attempting to physically move the "protesters". But by the way they had their arms locked, they were resisting being arrested.
That crowd always yells, "He didn't do anything". Well sitting there, arms locked together, after being told to move, WAS "doing something".
