From a quick google search, it looks like an advantagously located telemetry station, not a radar site, which means it can only track cooperative satellites.
Like everyone else, the Chinese have a legitimate interest in maintaining their own satellites. Doesn’t strike me as a big deal. On top of which, they are at the mercy of the Australians, if they find Chinese behavior to be counter to their interests.
