Instead of an oxymoronic “optional tax,” call it a charitable donation in support of education for the less-well-off. I make contributions to private education, in spite of paying all my own children’s educational costs plus taxes to support the county schools we don’t use. I’m sure others would, too, if the institutions demonstrated results.
Makes sense to me. I’d also work hard to get everyone involved in community fundraising.
