Wrong. Congressional districts are a direct result of census counts. No voting necessary.

I believe Candice Miller was the first to bring up some legislation regarding illegals, the census, and congressional apportionment several years ago. It had considerable support but was killed.
Personally I think they do need to be counted to get an accurate idea of how many are here but they need to be excluded from the count when it comes to congressional apportionment.
