Personally I don't know why Obama went to war with NATO in Libya, if I had to guess I'd say oil for western Europe had something to do with it.

It may very well be thats what Cain has been told by the Boltons, etc. but he can't very well answer the question that way, and perhaps he's not comfortable with Washington doubletalk yet.
