Cain answered a more complicated question correctly.
Perry forgot one of the items in his talking point and never completed the answer.
Perry's screw up showed that he is not really sincere about cutting those three departments. It's common to have a "brain freeze" about things that you are not passionate about or things that are not important to you but nobody has brain freezes that severe about something they feel strongly about.
Perry's handlers probably coached him to say he would eliminate the departments of education, commerce and energy and Perry forgot what he was supposed to say.
Perry's screw up was much worse than a candidate stumbling over an honest response.
Perry may be OK as the governor of Texas, but the fact is he is unelectable as President against Obama and would surely lose. Heck, a third party candidate might even have a better chance to win than Perry if the GOP is stupid enough to nominate him.
