I think a couple tried to give him a hand. He apparently was so confused he couldn’t process what they were trying to tell him.
It’s very possible that none of the candidates knew what 3 departments Perry said he wanted to eliminate.
Perhaps Perry was just making it up on the spot. I don’t pay close attention to whatever policy bs Perry is spewing at the moment.
