Joe Paterno IS Penn State. He should have immediately called the police to investigate. Would that have been so difficult?

Bingo. It is hard for me to believe that anyone on this board continues to act like the response to JoePa is over the top. He is guilty morally and possibly criminally as are many others.
When someone (Paterno) gets escalated to the level of some sort of god the fall is long and hard. Paterno is getting singled out because he, and the football program have been held up as the paragons of virtue.
