Do you understand we have already become a net exporter of refined products?
We don't have a shortage of refineries. We have a shortage of the feed stock to them.

Why would ConocoPhillips or any other company want to shutdown their working refinery to spend money and build a new one for 8 to 10 billion dollars?

And those half ass facilities get closed down all the time because of storms. The refineries are rarely down for storms. It is the Gulf of Mexico Oil and Gas Production that routinely gets shut down for the storms. We need more stable input to the refineries, like this pipeline.
