The Saudis already have — some time ago.

The Saudi's have not given overflight permission, they would be pariahs in the muslim world for allowing it. The Saudi king is named each Friday prayer in Mecca as the protector of Islam. The king stops being mentioned, he stops being king.

There have been reports that the aircraft ID codes for the IDF have been programmed into Saudi air defense so that if an overflight was launched without permission, the Saudis would know whom they were and could make the appropriate excuses to the muslim world, that's all.

Regarding Iran's burial of its nuke program, Iran is the most tunneled country in the world, has been for many hundreds of years, it's hot there. The most prestigious civil engineering program in Iran is in underground structures.

Guess who used to be president of that engineering society? That's right, Achmed-i-nejad himself, that'e his professional field, mining and civil engineering.
