The U.S. Department of Agriculture is going to delay implementation and revisit a proposed new 15 cent fee on fresh-cut Christmas trees,I though only Congress had the power to tax.

I though only Congress had the power to tax....Used to be that way, but, you know that in a "Living" Constitution cells die and are replaced with new cells. Seems some are mutating out of control...
