Just to clear things up as I understand them. The only affect the Beason-Hammond Act has on private business is that they must use e-verify on all their employees. If that business fails to do so, the enforcement mechanism is the suspension/revocation of the business license. Any private business may conduct everyday transactions with an illegal just like a citizen. The difference is that Decatur Utilities is owned by the City of Decatur, a political subdivision of the State of Alabama. Now I may be missing something or misinformed, but I think that is right.

Congress repealed the 1099 requirement that was in Obamacare; I think it was in the compromise legislation that extended the Bush tax cuts for two more years, happened at the end of last year.

I’m not quite sure how that is constitutional either. Businesses have to report all new hires to the government? Wow. That’s a big step in the wrong direction...
