Because they are abiding by the law. Decatur Utilities is municipally owned, like all utilities in North Alabama, and thus is a subdivision of the State of Alabama.

Section 30(b) An alien not lawfully present in the United States shall not enter into or attempt to enter into a business transaction with the state or a political subdivision of the state and no person shall enter into a business transaction or attempt to enter into a business transaction on behalf of an alien not lawfully present in the United States.

So there are no private run/owned utility companies? That’s not a good thing for Alabama.

They’d better get it right. Any screwups are going to kill that law.
