Constitutionally, it’s the job of the Federal government. Obama needs to do his job rather than pawning it off on everybody else.

The only person they need check is the person who signed for the utility account.
If the holder of the account "invites" 30 friends to live with him that is a whole other scenario, which I assume is also covered by either the new law or existing occupancy laws.
