What riles me, is after the’09,99 and 02 incidents, no one limited Sandusky’s access to the complex.

That bespeaks a cover up to prevent a scandal.

I don't think they had the power to 'arbitrarily' limit his access. They had covered up his previous incidents and Sandusky felt they would have to cover-up for him in the future.
