The Navy and the Air Force had surface measuring satellite systems in place many years before several were declassified that had measured large waves. They simply didn’t know, and still do not know, how they are formed. They also had ships and subs that measured large waves. Everyone knew they existed but since they were seemingly random, and had caused perhaps only a few losses each year, few corporations were willing to invest in counter measures. It became a dead issue until the entire industry got organized and realized that their losses were greater than they knew. Once the money factor was known research into what and where began.
To say physics stood still is just plain hyperbole, but, then again, you believe Rossi’s cold fusion device is real so what could anyone expect of you.
