Sure you can. For example; tough drunken driving laws make a huge difference...it practically killed the nightclub business. It didn't stop all drunks, but it got the attention of otherwise responsible people.

Then why do the same people get caught repeatedly? In spite of MADD's lobbying for ridiculously low illegal levels, there are still loads of drunk drivers. They just don't care.

You don't seem to catch on that some people just can't seem to pay attention to what they're doing. The urge to talk, text, etc. is just too strong. A secretary I had from a previous job was like that. She had been in at least 8 minor accidents in three years. And in every case it was legally her fault (She ren into things - mostly other cars, but the occasinal roadside garbage can, etc.) BUT in her mind it was never her fault. She was "looking for an address" or "talking to someone about something important." etc. I'm surprised her husband didn't divorce her. He kept her out of trouble by paying off her victims. You no doubt remember them from school. The ones that didn't shut up no matter what the teacher did or said.
