“Does a pistol that shoots shotgun shells count as a sawed-off shotgun?”

The BATF says that as long as it has rifling, it is a common pistol. American Derringer asked the BATF to look into changing the law so that pistols could be made without rifling, but they woudn’t go for it. At all. A non starter.

Does the rifling mean the shot spreads less?
