Q: does the no permit necessary for the new loaded car seat “carry” law, for which I am jealous, allow you to keep it in say the glove compartment concealed? If not do you have to leave it out when you go into the Fleet Farm or can it go in the glovebox?

I think that it does. Bottom line, it's not a felony in Wisc. anymore if you get caught without a CC permit.
