It is not that much different than Utah's, other than that Mass' is more expensive, and only valid for one year. Also, for Mass, if you are a resident, the police chief of your municipality or city gets to decide the licensing requirements. Some are more pro 2A than others, but the key here is that broad discretion is given to an entity whose job should be enforcing, not interpreting the laws.
Once again, this is a prime example of a reporter that never bothered to do the research, and instead chooses to interject their opinion rather than fact. I'm not surprised to hear that coming from a Masshole, though. No offense intended toward Massachusetts residents that have to live with this insanity.
