Obama and Biden IGNORED the Iraq negotiations, being more concerned with winning daily news cycles against Republicans over the summer.
Frankly, Obama NEVER WANTED A DEAL, and is more worried about getting reelected.

According to the whitehouse insider (for what its worth) Obama has had little to do with the Iraq situation – minimal input in any of the military actions.
