It's standard operating procedure for Kalifornia.

Your cynicism is misplaced. The initiative process is one of the few good things for conservatives in CA.

The only one you can point to is prop 187 and I think there was active collusion by the Pete Wilson (Republican) administration to kill it.

Prop 13, 209 (civil rights), 8 (define marriage) have withstood repeated legal challenges. Prop 8 is being fought out in the courts and is the law of CA despite open opposition by the state government.

So we have to keep on fighting. Remember that the only way evil can succeed is if good people allow it to.
