Yes, for the umpteenth time, TX schools have to teach illegals in their native language! ...and have for at least 25-30 years!
I worked in a suburban Harris Co. ISD and one of the 1st grade teachers, Mrs. Rodriquez, was moved to be the "bi-lingual" teacher. She hated it! Everyday she would say, "H*ll! If they had had bi-lingual classes when I started school in the valley, I'd still be in the valley speaking Spanish!"
I left the district 20 years ago and I don't know what is done now. Before I left, the districts around Houston had such a demand for ESL teachers that the districts offered a finder's fee to teachers who referred a certified ESL teacher who was hired. If you think that is something, you will love that the ESL teachers were paid more than the English only teachers. I have no clue if that is true today.
Again, this was in the '80's.
It was all fed stuff...not State.
The kids had to be tsted to determine their dominate language and had to be taught in that lang. The parents could request they be taught in Eng.
There was a kid named Smith who was in Sp. Ed who had siblings with 4 different last names. When it was time for him to be re-evaluated he had to be given a lang dominance test because his mother had married a Gonzales. The kid had never spoken Spanish but that is how stupid it was. Typical Gov't stuff.

I could be wrong, but I simply do not believe that a federal law has in place for 30 years forcing ANY states to have ESL programs.... it may have been recommended, but never forced.... if I’m wrong, I’ll gladly own up to it. And the idea, that since something was done a certain way for 30 years, the governor has no power to change it, is BS... whoever fed ylu that line, lied to you.
