These oldsters may want the rooms for many reasons. Family, a future home caretaker, or rent out to some student for extra cash.

And even if a mean selfish old person wants to live alone in a big house - it’s not against the law to be mean and selfish!
If there really truly is not enough housing, they could give people with extra rooms some kind of tax incentive for renting out a room!
