Let's say tomorrow, Mexico steps forward and says 'drugs are now legal, plant whatever you want, sell it wherever you want, we're not even going to tax it.' What will happen? The people of Mexico have to say 'no mas', and eject these cartels. If that means convoys in to evacuate non-combatants and then carpet bombing whatever is left, that is what they need to do. They have no will to do this, it is someone else's problem - the American drug problem, the American gun problem..
