Updated with newer data point derived from German radar. Looks like perigee is reaching down to 103 miles in altitude.
According to USSTRATCOM re-entry is going to be south of Chongking, China which is coming up pretty quick at 7:04PM PDT. I believe it is quite populated in that area.

Twitter users are reporting from various places they aren't getting any visuals on it so it is possible it is already down.

According to the ROSAT Twitter feed the perigee altitude is down to 87 miles with re-entry usually around 76.
