It’s hard to ax these things once they’re established (BATF was created by George Washington); reforming things is commonplace. That’s why I know the IRS will never be eliminated, even if we get a national sales tax to replace the income tax.
Yes, it’s also unusual for anything federal to be downsized, but it’s politically much easier than actually axing something off the org chart. Reagan was going to eliminate Carter’s Department of Education; it’s still here, while Reagan isn’t.
If what you say is true and we really cannot reform the government then we might as well say goodby to this once great republic and go sit under the shade tree for what remains of our lives.
