In general, one of the best reforms I can think of would be to return most of the Departments to agencies in the Department of the Interior, forcing them all to become one level of organization smaller.
The ATF, however, should be further restricted to being a division of the Bureau of Indian Affairs, and only have jurisdiction in Indian Country and federal lands.

...William Newell has been promoted to a position within ATF in Washington D.C. William McMahon was promoted and now oversees the ATFs Office of Professional Responsibility and Security Operations or in other words, ATFs Internal Affairs Division...
If ATF had taken steps to hold Newell, Gillett, McMahon and others responsible for their irresponsible actions surrounding the Dobyns case, Fast and Furious wouldnt have happened, but because ATF openly rewards bad behavior and corruption, Fast and Furious was utterly predictable. ATF executive leadership left these people in place to rule in this agency. They left management in the ATF Phoenix Field Office in place despite documentation showing they were incompetent...My main problem with this article is that it appears the author is still buying into the federal government's spin job - that this was a rogue operation running out of the Phoenix office.
It was not! These men were not operating outside the box. They were operating in the box, doing exactly as directed by the powers in Washington DC.
They were NOT promoted despite their actions regarding Fast and Furious, they were promoted to reward them for their actions and to keep them close and quiet.
I really hope the Republicans in congress are not bringing knives to this gun fight. Knowing them, they're probably bringing spoons.

ATF sould be disbanded and many of its current and former employees should be in prison.

It’s hard to ax these things once they’re established (BATF was created by George Washington); reforming things is commonplace. That’s why I know the IRS will never be eliminated, even if we get a national sales tax to replace the income tax.
Yes, it’s also unusual for anything federal to be downsized, but it’s politically much easier than actually axing something off the org chart. Reagan was going to eliminate Carter’s Department of Education; it’s still here, while Reagan isn’t.
