Yes there are details because many of them contain exemptions and / or rebates.

Do you preserve charitable deductions?
Is there a threshold of untaxed income?
If so, what is it?
What is the rate?
Does it apply to capital gains?
Is there still a payroll tax?
Is there still a corporate tax?
A death Tax?
Excise taxes?
