The United States has invited Russia to use its own radars and other sensors to size up one or more U.S. missile-defense flight tests as part of a new push to persuade Moscow that the system poses it no threat, a Pentagon official said on Tuesday.
Ellen Tauscher, undersecretary of state for arms control and international security, told the forum that the United States was prepared to offer Moscow written assurances that the system being built is not directed against Moscow.
Russia would not receive any classified performance data on the U.S. system, said Richard Lehner, an MDA spokesman, but would be welcome to use its own radars, sensors and other know-how to measure interceptor speed, altitude, distance and other parameters.

"As time goes on it gets harder (to wrap in Russia)," Tauscher said, "because the aperture to join this system will close eventually. It's not an infinite opportunity."
In other words Obama is saying Russia better learn the weaknesses of our missle defense systems now while he is still in charge.

Putin must be thanking his lucky stars that he’s been given some room to breathe from the US. He will make the coming decade or two very difficult for us in a variety of areas from the far east, the persian gulf, central asia, east europe, and most importantly the artic circle.
Good thing Obama has a Nobel Peace Prize to deal with this.
This is insane. He is giving away the telemetry. Russia will not keep this to themselves.

Russia knows darn well that the US hasn’t, and can’t, deploy anything that would significantly weaken a mass assault by Russian missiles (other than by retaliation). This is so much Kabuki theater, and haven’t we been here before when US interceptors were going to be placed in Poland which was an ideal place to catch any onesy-twosy Iranian missiles?
I heard a report that a Minuteman test firing from Vandenberg was delayed in the 1970’s to allow a Soviet radar ship tp get on station and prepared. There was famous firing of two Minuteman missiles into Kwajalein, aimed and timed to arrive at the same time and same place 6000 miles later, staged for the benefit of Soviet observers.
It’s called intimidation.
This does not pass the smell test. Viewed from the perspective of fast and furious successes, even if it’s designed to achieve some unforseen advantage, it’s hard to believe things will end well.
