An electric fence is a stupid idea. They work fine for cattle. They are also somewhat effective if you also guard them. But it is trivial to short out an electric fence, you just have to ground the thing -- a 60-foot bare copper wire attached to a rock would work fine. Of course, you'd then just cut a hole through the fence and climb through it. And if you build a concrete wall, you can't "electrify" it. You could include an electrified wire on it, but again it's easily cut or shorted out. It's a stupid idea. A killer electric fence would be seen as a crime against humanity. An electric fence would be a colosal waste of money. A fence at many parts of the texas border would also be a colosal waste of money, and would be so unpopular as to cast doubt on the entire operation. As to 9-9-9, Cain's plan says how he'll pass it. He's going to get the Debt Bill Supercommittee to pass it for him. Remember that committee, the one we got out of the debt ceiling bill that all conservatives called a nightmare and a travesty? Remember when conservatives said the supercommittee was a bad idea, and extralegal body, and that their powers were too great, and that they could get into all sorts of mischief? And that we should oppose it because they could put ANYTHING in their recommendation, and then we'd have to take an up-or-down vote with no amendments or debate, and our representatives would be held hostage and forced to vote for whatever crap was in the bill because the alternative would be crippling defence cuts?

Well, Herman Cain's official 9-9-9 plan calls for the supercommittee to do JUST THAT -- to take up an non-debt-reduction measure (cain's 9-9-9 plan is revenue neutral), to add it to their plan (he said "pass" it, but even Cain can't believe the supercommittee can actually pass legislation), and send it to congress. Where our representatives will then be forced to vote FOR it without amendment or debate, or else we get huge military tax cuts.

Now, that is Cain's ACTUAL PLAN. It's on his web site. The suprecommittee is tasked BY LAW to do their recommendations by thanksgiving. But Cain has not written legislative language for his 9-9-9 plan, or sent it to the supercommittee. In other words, at this point in time Cain has not implemented the ONE thing he HAS to implement, according to his own plan -- the legislation that he wants the supercommittee to pass.

And conservatives are cheering Cain for a proposal that uses an extra-legal supercommittee.

Oh, now let's look at that some more. Remember how Cain said it would be 9-9-9, since he'd be president to stop them from making it a 10-10-10, and that congress wouldn't vote for it?

But his actual proposal says he wants the supercommittee to pass it -- that means it would be put in the recommendations next month. IF the democrats took him up on it, but set the numbers to 12-12-12, and added a 5 percent rider for millionares, and they got ONE republican to go along with them, what would happen?

We'd have essentially the official Cain plan with a few tweaks, attached to the debt reduction bill, that congress would have to either accept or reject AS REPORTED, with no amendments or debate. They could either vote FOR Cain's plan but with 12-12-12 and a 5% rider, or they could vote NO, and we'd end up with crushing military cuts.

And if congress passes the 12-12-12, it isn't Cain who will sign it, it's OBAMA. Because this all happens this year. And that is Cain's plan -- to make it happen THIS YEAR, while Obama is still President.

That is what Cain is offering us. Why did Cain choose to use such an undemocratic process to pass his plan? Why would his plan call for the supercommittee, why would have send it to Obama for a signature? How can we take his 9-9-9 plan seriously when it calls for legislation to be passed next month by the supercommittee, and Cain hasn't submitted any legislation to the committee for their approval?
