Don’t know about all that, but the Lowe’s here has signage that is bilingual, with the Spanish being just a wee bit smaller than the English.

None of that nonsense at our local Home Depot, not yet anyway.

Here, Lowe’s hires many Croatians/Romanians who can’t even speak English. Hard to believe when so many Americans need work, but the argument is that they can’t fill the jobs with American citizens. Sad.
