No argument that sales taxes affect small businesses the most, however if Laffer is endorsing 9-9-9, I would give the whole concept the benefit of the doubt for now, after all: 9-9-9 isn't going to become law the moment Herman Cain raises his hand and says "I Herman Cain, do solemnly swear ...", true?
