I lived in Houston then, which is, I believe Texas, and he SURE AS HELL took ownership of it and bragged and bragged about it. I remember these things, because I was probably the only Texan paying attention. If he didn’t really believe in it, as you’re attempting to imply, it wouldn’t have lasted over half a decade.
As to whether it was ever implemented...that means NOTHING regarding how STUPID it was to ever leave Perry’s desk.
