You mean like these tunnels, below, that were built under the U.S./Mexican border under the currently existing portions of the Fence?

I, personally, have never built a tunnel but, if you want a tunnel dug, with a few phone calls, I'm sure that you can find plenty of Mexicans that can build you a pretty damned good one.
