When a bill is passed by the legislative branch,
I don’t understand what gives the executive branch the authority
to pick and choose which parts of it they want to implement.

I seem to recall some talk about a “non-sever-ability” clause; that would prevent O’bummer care from being selectively implemented. What happened?

The U. S. Constitution requires the Legislative branch to make the laws.

So why was Obama involved in creating the jobs bill or the health care bill or any other bill??? Hasn’t he overstepped his Constitutional authority??? Why is Congress standing idly by while he is violating the Constitution???
