Of course WE ALL KNOW that you can get high exposive grenades at gun stores and gun shows....<./sarcasm>

BUT WHAT THEY REALLY WANT TO DO (UNDER THE RADAR) is to ban de-milled grenades and practice grenades since they are somewhat convertable into destructive devices (and a good way of killing yourself if you don't know what you are doing....say, like screwing a Smoke grenade fuse into a grenade assembly):

Either that or perhaps we should consider a simpler explanation. Some very high up people at DOJ and State are directly working for one or more cartels.
