Why not? If they’re willing to pay to come here, who cares if the U.S. team plays them? It’s not any different from cross-state border teams or cross-division teams playing. I don’t think it counts toward anything.

Sometimes visiting teams even from, e.g., Australia come over and play pre-season games.
..........my son attended Marine Military Academy in Harlingen for 3 years and graduated from it, an amazing school. That said, each year, his football team played at least one Mexican team from south of the border. It was always a good hard fought game with both teams being about equal and good fun was had by all with great sportsmanship demonstrated on both sides.
And, I can assure you that it would have never occurred to General Glasgow (the retired Marine General that ran the place back then) to cancel a game due to some anonymous threat called in by some anonymous punk.
Wait a minute...they cancelled a High School football game? In Texas?
