The purpose is to stimulate economic growth and make us more competitive wrt to jobs by shifting to consumption taxes, not more Bush/Obama popular give-a-ways. Those were how we ended up with half the country paying no Federal taxes (except entitlement ones) and more and more of them losing their jobs and supporting more handouts.

Heck, the specifics of Obama’s Christmas gift ‘Jobs bill’ all poll well. But they wont make the voters happy when they lose their jobs anymore than they were happy with Bush in 2008.

This is exactly the problem we face with a candidate who has made his campaign foundation 999. Americans are mathematically challenged and do not hear nor understand the reasons behind conservative economics. They don’t even know what the constitution says and means anymore.

Cain’s 999 plan will easily be turned against Cain by Obama’s caculators. It is too complicated to argue in the typical campaign sound bites.
